Bulgaro-Albanian border, Pro or Not?

A sincere question, would a border of Bulgaria and Albania soften up the balkans, with 5 major players in Balkans, Bulgars, Serbs,Albanians,Croatians, Greeks.

Where there would be 2 sides, and 1 neutral power. Albania and Croatia bloc(kosovo,bosnia would belong here), and Serbo-Greek, with Bulgaria as a neutral force.
