Charities and NGOs have been promoting contraception in Africa for decades. Just let them be. Population will decline on it's own without help from the developed world.

It will never get that high, nature will keep it in check. I mean its not like we keep feeding them and providing them with medicines, keeping them alive and letting them breed out of control when nature would have killed them. The only way it will ever get that high is if we keep feeding them unconditionally. This will exceed the carrying capacity of the planet by the way.

If the African continent rewarded intelligence and future planning over impulsiveness, violence and savagery they would be evolved enough to participate in civilisation now. They are realistically tens of thousands of years away and that's assuming evolutionary pressure rewarding IQ and impulse control. A country should grow to the population it can sustain on it's own. It's an integral part of healthy economic growth, and should be encouraged.
