From what I see,no.Both of them look very scandinavian,very northern look,but shave both of them completely,no hair no beard and their face and headshape would be different IMO.But that doesn't mean your bro couldn't pass in Iceland or other scando countries,quite the contrary,it's just the icelanders who have a very distinct(not exotic,but somewhat different) look from mainland Northern Europe.But that's just my 2 cents.
