Many people can fit in Russia. But this guy does not look Russian. He's Noric (Norid). I'd say he is from Croatia.

He looks Noric, that's the reason why he gives an eastern vibe. I think he would fit better in Central Europe (Germany, Austria, Poland, Slovakia, Switzerland, Czech Republic and parts of Eastern France). In terms of pigmentation I assume he would also fit in Scandinavia. He'd only look atypical there in terms of apricity members standards. I'm sure he would pass unnoticed for any typical scandinavian.
