I see he's wearing a king of the mountain jersey. I'm a little bit surprised I don't know too much about this guy, I have been out of the cycling circuit for too long (and it's only a year before the olympics).

Personally, I'd say there's no reason he wouldn't pass in France. Usually my metric would be if I think Frenchman would bat an eye if this person came up to them speaking French, if they don't, then they pass (Typically or atypically). I think he does have some unique facial traits, though.

Yes. Further, he'd be commonplace for Southern France but less so the North.
