I think it's because they wanted to round them up and send them into immigrant camps and from there be sent back to Serbia. So they left them hungry and thirsty expecting that hunger would eventually force them to go willingly into those camps and that apparently angered them.

It does seem odd. If Britain was under attack I wouldn't be just abandoning it, you'd be trying to get together some sort of civilian resistance. It's your country, you don't just walk away and give up. I can understand those with children feeling the need to get them to safety though.

Perhaps they don't feel the same attachment to their country, and just want a better life, or maybe they just feel the fight is hopeless. I guess it's pretty impossible to fight against people with guns if you're completely unarmed. Sadly, a lot of the most vulnerable, who can't travel, will be the ones left behind and unprotected.
