yes, however they are neighbouring nation.. i include those who have local citizenship but who are from neighbouring nations

and also from now on on my new french morph.. i'll include also people half french-half other who have french citizenship, also people adopted by french parents.. i won't include far distant immigrants.. only the offspring of a native french plus an immigrant who have french citizenship.. only that i include
