This is British celebrity Sir James Wilson Vincent Savile, OBE. And, yes, I know he was a prolific pedophile and that is not the point of this discussion. He has a very distinctive look and in case you don't know who he is he was a DJ and TV presenter and philanthropist, among other things. He was from Leeds, Yorkshire and sometimes went by "Oscar Savile" for no apparent reason. I think he has Norman ancestry but I don't know for sure.
