His name is Filip Dimitrov. He served as prime minister of Bulgaria between November 1991 and December 1992. I don't think he looks Iranian though.

Was about to say an Ashkenazi Dinarid from Israel.
There is dinarization as his occiput isn't very prominent but I don't think he's textbook Dinaric. His forehead is quite narrow which is a more typically Mediterranean trait. Also, he's light-eyed and there was a rufosity tendency in his beard when younger.

I classify him as Dinarid + Atlantid. Generally Southern Euro (to some extent also Central) that could atypically pass in the Middle East.
I don't find him specifically Iranian looking (as decordoba said) but an atypical fit is possible.
