Northern Romania. Most common probably in Maramures. Not common anywhere, but you'll find this look in Northern Romania often enough. Maybe 20-30%

Well, I see what you mean. But I think that out of the countries you listed, only Finland and Baltic states would qualify as Northern European "proper" so to speak.

Russia and Poland are more Eastern Euro, IMO. Though more northern shifted compared to Romania, of course.
