There's still millions of people in Vietnam who suffers from the biological weapons which were tested for the first time there. When will the US government pay the medical treatment and apologise from the thousands of families who had died from these "tests"?

An apology should only be made on the individual level. The moment there is a 'mass apology' people come out of the woodwork to take advantage of what they perceive as a sign of weakness. So the best response would be 'fuck off and die.' No one comes out of the woodwork if they realize they won't get anything.
