From a thread I started at Skadi last September:



Several months ago I came across a rumor on the net concernong the secret session of Congress held in early March - only the fourth time congress has ever meet in secret session. The rumors were the coming economic collapse of the US in September 2008, with the US Government's financial collapse coming in February 2009 with the Us falling into Civil War & likely merger with Mexico & Canada into the North American Union. Supposedly this was leaked by certain members of Congress. I've been search the web looking for references to this rumor that predated last weeks meltdown of the financial markets. Below is a post from Flickr dated July 14.



LAST NIGHTS SESSION WAS ONLY THE FOURTH TIME IN 176 YEARS THAT CONGRESS CLOSED ITS DOORS TO THE PUBLIC
Word has begun leaking from last nights special, closed-door session of the United States House of Representatives.

Not only did members discuss new surveillance provisions as was the publicly stated reason for the closed door session, they also discussed:

the imminent collapse of the U.S.

economy to occur by September 2008,

the imminent collapse of US federal government finances by February 2009,

the possibility of Civil War inside the USA as a result of the collapse,

advance round-ups of "insurgent U.S.

citizens" likely to move against the government,

The detention of those rounded-up at "REX 84" camps constructed throughout the USA,

the possibility of retaliation against members of Congress for the collapses,

the location of "safe facilities" for members of Congress and their families to reside during expected massive civil unrest

the necessary and unavoidable merger of the United States with Canada (for its natural resources) and with Mexico (for its cheap labor pool),

the issuance of a new currency - THE AMERO - for all three nations as the proposed solution to the coming economic armageddon.



Members of Congress were FORBIDDEN to reveal what was discussed. Several are so furious and concerned about the future of the contry, they have begun leaking info. More details coming later today and over the weekend.

I know I read this before my trip to California & Nevada in late April but I didn't bother to save it or the source I got it from. But I can confirm that this info has been out there for at least 5-months before the current crisis began. And much of what is in the "rumor" is what I have been predicting for years would eventually happen. Whether the current crisis was accurately forecasted (along with the coming collapse of the US Government in February) because of intelligent gathering of accurate date & the most logical outcomes, or was engineered to help make the NAU a reality is unclear. Time will tell.



February is nearly here. Obama is hinting at very dire consequences if his stimulus package isn't passed by Congress. But where the money will come from is up in the air, most likely the Federal Reserve will simple "create" it. Not to mention all the state & municipalities looking for a handout. California, the 8th largest economy in the world on it's own, is on the verge of insolvency & might start issuing IOUs instead of checks starting February 1.

:) I've been following this myself since it was brought to my attention by a friend on another forum last year. Engineered is more likely the case I suspect...create a diversion (what better one than to have people worried about their own financial secirity), get the masses all worked up into hysterics, and then come down like a saint and saviour and let the masses know that only you can save them and that this is the plan! It's pretty brilliant, eh? ;) But then again, as you say only time will tell.

Hahaha! Good example. Let's not forget the Patriot Act as well(http://en.wikipedia.org/wiki/USA_PATRIOT_Act). Just another little gem that got slipped under the noses of most while panicking about their retirement income.

U.S. stocks plunged and the Dow Jones Industrial Average fell by more than 400 points after Treasury Secretary Timothy Geithner did little to slake traders' thirst for details on the U.S.'s plans to aid ailing financial institutions.
Stocks have ticked up and down in a tight range since the inauguration of President Barack Obama in late January, waiting for the new administration's plan to stabilize the financial system. Tuesday, Treasury Secretary Timothy Geithner outlined a wide-ranging plan to buy toxic assets from banks and backstop credit markets in a late-morning speech.
But with scant specifics, stocks have sold off with large banking companies pushing the DJIA down 400 points, or 4.8%, to 7870. Bank of America, one of the banks lumbered with "toxic assets," was the weakest stock on the Dow, dropping 19%, and Citigroup was off nearly 17%. In fact, all 30 of the blue-chip average's components were in the red.
"The market was really hopeful we would get something substantive out of Geithner and the Treasury today, but once again, he was bedeviled by the details," said Bill Knapp, investment strategist with Mainstay Investments.
In particular, Knapp and others said the biggest disappointment was a lack of details about a possible public-private participation plan and what direction such a plan would take. Reports have circulated about a possible "bad bank" plan where the government might buy toxic assets off of banks' balance sheets, but there was no hint from Geithner on what or when that may happen.
With the DJIA selling off, it is now within 400 points of its bear-market closing low of 7552 on Nov. 20, 2008. At its low of 7870, the percentage drop on the Dow was its biggest since Dec. 1.
"The market's been built up for the last few weeks to this. When you anticipate something so much, it never lives up to expectations. That's where we are," said Joe Saluzzi, co-founder of Themis Trading. "Now [the selling] is going to feed on itself," and it could "get vicious."
Saluzzi compared the scene at 11 a.m. EST, as traders waited for the announcement with their trigger-fingers at the ready to the famous floor-trading sequence in the movie, "Trading Places." In that movie, as today, traders waited quietly for a crucial announcement, and then all hell broke loose. This time, however, the announcement concerned the future of the U.S. financial system, rather than frozen orange juice.
The S&P 500 tumbled 5.1% to trade near 825. All its sectors fell, led by an 11% slide in financials. The Nasdaq Composite Index slid 4.2% to 1525.
Treasury yields, which had reached their highest levels in months on Monday, dropped after Geithner spoke, indicating a flight to safety. Another safe haven, gold, saw prices increase, while economically sensitive commodities like oil sold off.
Moreover, in afternoon comments, U.S. Federal Reserve Chairman Ben Bernanke said the vast majority of the Fed's nearly $2 trillion balance sheet is "gold-plated secure" and collateralized by extremely safe, short-term assets.
Despite the U.S. Senate voting Tuesday to approve its $838 billion economic stimulus plan, traders say confidence must first be restored in the solvency of the banking system for commercial and consumer lending - and by extension commercial activity and consumer spending.
Since mid-September, the U.S. government has taken a series of unprecedented and expensive moves to stave off the worst recession since the Depression. But job losses, gross domestic product, corporate profits and other indicators have either worsened or aren't showing significant improvement, preventing any sustained rally in stocks.
"Everybody is looking for the silver bullet to fix the economy, but there isn't one," said Chris Johnson, chief executive of Johnson Investment Research in Cincinnati. "I think what they're doing here is too little, too late." Johnson has recently been using options contracts and exchange-traded funds to go short, or bet on a general decline in the stock market.
People were waiting for a definitive direction after several weeks of bouncing around on the market. Now, "the pile-on move" starts, Saluzzi said.

the bill states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.

A BILL

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘National Emergency Centers Establishment Act’.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.

(b) Minimum Requirements- A site designated as a national emergency center shall be--

(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;

(2) environmentally safe and shall not pose a health risk to individuals who may use the center;

(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;

(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;

(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;

(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:

(A) one of the command and control centers shall be in full ready mode; and

(B) the other shall be used daily for training; and

(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.

(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:

(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.

(2) The area consisting of Federal Emergency Management Agency Region IV.

(3) The area consisting of Federal Emergency Management Agency Regions V and VII.

(4) The area consisting of Federal Emergency Management Agency Region VI.

(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.

(6) The area consisting of Federal Emergency Management Agency Region IX.

(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.

(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.

(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.

(g) Reports-

(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an outline of the reasons why the site was selected;

(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;

(C) an outline of the need to conduct any necessary environmental clean-up at the site;

(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and

(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).

(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an update on the information contained in the report as required by paragraph (1);

(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);

(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.

(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);

(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(C) any additional information pertinent to the establishment of a national emergency center at the site.

(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

This Act does not affect--

(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or

(2) the authority of a State or local government to respond to an emergency.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term ‘closed military installation’ means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:

(A) Is located in close proximity to a transportation corridor.

(B) Is located in a State with a high level or threat of disaster related activities.

(C) Is located near a major metropolitan center.

(2) EMERGENCY- The term ‘emergency’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(3) MAJOR DISASTER- The term ‘major disaster’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(4) MILITARY INSTALLATION- The term ‘military installation’ has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).
