Apparently the proposition is that genes set the maximum IQ potential, while environment determines how closely one reaches towards that potential. So someone who grew up in a malnourished third-world environment might not reach his full 'genotypic iq' potential, while someone with a very low 'genotypic iq' will never attain a high 'phenotypic iq' no matter the environment.
