No, they aren't at all. The half-French, half-native people are called Métis, and they live in the interior of Canada, not Quebec. French Canadiens are fully of European ancestry for the most part.

The boundaries of what is a european and a 'white' have always changed across history, for example: the romans at a certain point saw themselves closer to north africans than to northerners in Europe, in that particular period North Africa was closer to what we call West than Germany or Sweden, two quintessential western nations today.
