Alpine/Dinarid. Is he full Tosk? He was born in Fier so was wondering if he could be with origins from Kosova, because his last name reminds of old school Gheg names.

No he has no origin from Kosova. He is not Tosk. Around Peshkopia.

You should have mentioned this in description. Fine, Norid (Dinarid element is evident in his phenotype).

Depends, in old age certain phenotypes are expressed more, an example is Dinarid

Very universal face, he can pass pretty much anywhere in Europe.
