He looks Irish
he fits nowhere in this countries: Serbia, Albania, Romania, Bulgaria, Greece
and, probably, in many others...

Pretty iffy fit for most places and I agree with most of the ones above with the exception of Scandinavia, but here we go:
Fits easily:
Belgium
France (northern)
Netherlands
Fits as atypical:
Denmark
Poland
Iffy fit, but might be able to pass:
Norway
Sweden
Czech Republic
Does not pass: Poland, Croatia, Hungary, Serbia, Germany (south), Switzerland, Austria, Hungary, Ukraine, Albania, Romania, Bulgaria, Greece, Italy, Spain, Portugal

Best: UK (and countries founded by UK)
Followed by: Scandinavia (passes perfectly)
Followed by: West Germanic countries and Czech Republic (passes as quite atypical)
Followed by: France (passes as very atypical)
Everywhere else: NO
