R1a is generally associated with Slavic peoples while haplogroup I1 is the standard Nordic haplogroup. However, in Norway you can find that 25 percent of the Y-DNA is R1a and in Iceland the figure reaches 23 percent. By comparison Icelandic I1 is 29 percent. The two figures are not much greater than each other as a percentage of the R1b.
What I am wondering is if during the formation of the proto-Germanic peoples there were some Slavic or pre-Slavic elements assimilated into the population. Would this explain their presence in Scandinavia? Was there R1a among the Vikings?

You should not lump all of R1a together, there are a lot of different branches of R1a.
Was there R1a among the Vikings?
Yes but only R1a-Z284 and maybe R1a-L664. Z284 is the main Scandinavian branch.

Among ethnic English people, R1a is around 4-5% of the population.
Some data about English FTDNA customers with R1a haplogroup:
R1a-CTS6 is the Ashkenazi Jewish-specific (Levite) subclade of R1a:

How did the English R1a carriers acquire such a large amount of Ashkenazi ancestry?

Do we know how it entered the Viking populations? Is it possible that some of the original Germanics were pre-Slavic R1a carriers?

1. R1a is not olny Slavic.
2. R1a the same as R1b is universaly Indoeuropean.
3. They have different subclades, but it could be, that
some single persons who would be add today to "slavic"
clades, where there together with firsts Indoeuropeans,
like probably my clade, who today is characteristic for
WestSlavs, but some subclades are everywhere - in the
Britain, in the Caucasus, in Scandinavia, in Italy aso...
