I dunno, I can see where you're coming from but the facial features(not facial features overall, but his specific facial features) aren't enough for me to off set the increase of blondism in England and Scotland. Most facial features are extremely common on all parts of the Isles anyway.

He'd have to have extremely Irish features like this for me to put him in Ireland first despite the blondism:
