By southeast England I mean Kent, East Anglia, etc. The most Anglo-Saxon part of the UK.
Are they still closer genetically to Irish than to Germans/Dutch?

Obviously , the Dutch/Germans or probably more specifically the Frisians or old Saxony. Northern English and Scots have Gaelic/Goidelic/Gaidhlig or 'irish' blood. Mainland Scots are like halfway between the native Irish/Welsh and the English/Germanics.

On GEDMatch, Irish are not far from the SE English sample.

I dunno man sometimes I think GEDmatch might be highly flawed. There are more Irish immigrants in liverpool than SE England and northern England has closer ties to Scotland which has some Gaidhlig/Gaelic/Goidelic blood dating back to the Kingdom of Dal Riata probably. I guess it depends on if you are talking about below the River Thames which might have more Celtic blood but can't represent SouthEast England as a whole.
SouthEast English like East Anglian:

Frisians are the same as the Saxons. I did the 'Big Y' and I only have 3 exact matches at zero know snp difference. Another Canadian, a German from lower Saxony and a Frisian from Holland.

Definitely closer to North Germans/Dutch.

You should remember there are not as many samples of the Dutch. A lot more of British and Irish.
Germans/Dutch.

I see on this map there are a lot of instances where UK and NL overlap. That should be the answer to the question.
