They're not mandatory. If you can afford a good tax attorney, you can avoid paying most income tax. This is probably what Senator Reid meant. Why else would so many wealthy people support the Democrats financially? The purpose of the tax code seems to be to provide employment to tax & estate attorneys. And toi screw the middleclass that actually pays the taxes.
