I would say he passes well in Greece.
I would say 7. My first guess would be that he is from Italy, not Portugal.

As a Greek native I say, he passes very well. A 8.

I'd say 7. He has a more 'Mediterannean' look and passes all over the Med region.

Btw why did he move to Greece? Is it for a specific job or was he in Greece before the crisis started?

It's an atypical case, from what I've read he moved to Greece already during the crisis in 2009, he's a singer and got invited by a group of Greek friends (musicians) to make a fusion sound between traditional Portuguese music (Fado) and some Greek traditional instruments and things worked well. The artistic life is very peculiar, it's possible to find niches even during the crisis periods.

Anyway a 7 means what ? That he blends well with the population but looks somewhat foreigner ?

The answer is yes to both , he does blend well but still maintains a somewhat non native look.
To me he looks like an Iberian explorer/conquistador from the 15th century.

I think he looks equally Southern European from any given nation, not looking particularly more of one ethnicity than another.

Will pass anywhere in Greece - no one will stop him and ask him where he is from or think he is from elsewhere if he walks the streets. He looks a little unusual but will have no problem

Both can pass I would say 7/8 for both. Someone like Hugo Almeida would pass as 9/10.
