They are Moldavians from Iasi. Moldavians can basically be modeled as half s. Romanian and half western Ukrainian. I've never been in Moldavia, but they sure must be lighter than the average Romanian.
Constanta is one of the swarthiest regions of Romania and Edgabe made a thread about people from there (keep in mind some might be tourists from other places)

I dont think in Brașov the percente is that low, I have been for many times, in Brașov there are many hungarians, influences from germans and moldavians came to study.
In Sibiu there are a lot of south romanians, and people from " Mărginimea Sibiului" (historical romanian region from Transylvania) were always influenced by south romanians.

Selection seems to be grounded in fact, matching Moldavians I've seen (more Baltid-Nordid, more Russian-like faces than the usual here in the South). Those from Republic are an extreme example due to recent admixture with Russians, yet even in Iasi there seems to be quite a few people looking like that tall guy:
