Plenty of Sicilians can pass outside of Europe. He looks North African. Not the most common type but not absent by any means.

Yes that is what I see too, like a slight Native American look. There is a photo I saw comparing him to Javier Bardem who is classified as a Berid, but I think Buscetta has a slight foreign look in comparison. I always thought he had a unique look, no doubt Sicilian though.
