if i have to come close to someone who appears to be muslim , for example a woman in hijab, and i am with my dog i ask permission to come closer or at least i tell them that i HAVE to come closer

i ask because i have heard of very displeasing encounters of dog owners with muslims

on one hand many muslims dislike dogs , wadaad and boats for example , on the other there are many muslims who even own dogs and who like them
