CIA, FBI, etc. are constantly competing with each other, which causes a great deal of problems in that they don't like to share information. It would be best to have one agency for both domestic and international purposes.

Also, CIA has a long history of fucking up and going rogue (Iran-Contra scandal, for example). That means the agency culture is flawed and has been flawed for decades. When the foundation is rotten cleaning house isn't enough. It would have to be dismantled and rebuilt.
