Technically, yes. But socially they are considered Latinos and not really Americans. Same thing with Mexicans, they are considered an unique ethnicity. Even tho Mexicans are mixed race, they arent on mixed race category in the US census, only Americans(black or white) are on it. Never wonder why there are a few mixed race on US census?
