Objectively speaking Atlanto/Arabid Med mix possibly. He could pass quite a few places ; Spain, Southern Italy, possibly Greece. His nose is distinct though.

He is not European but it is hard for me to think someone who looks like this should not be called white.

This is why the idea of "white" is somewhat stupid as applied to West Asia and the Middle East (throw in Afghanistan in there too). When does someone become "white" or "not white"? Can't really classify because I can't see his occiput but could be something like Atlantid, Arabid, and something a bit more robust. Can pass in much of South Europe, at least in a superficial sense.

I think so too.

I have often noticed the absolute lightest Levantine Arabs tend to look south French/north Italian/Tuscan, NOT like Sicilians/Calabrese/Crete/etc.

Yes, he is likely high dolicocephalic range (towards mesocephalic, IMO). Something like Atlanto-Med with a bit of Arabid maybe.
