looks really atypical and sorta half-slavic or something. Looks more like a tatar from a slavic country

There is a small Russian minority in that country and I don't think they become Turkicized because this person wears traditional Turkmen costume.
Russians wear their own sort of cloths. Central Asian Turkmens are a folk who wear their own traditional ethnic folk costumes in their daily life.
Plus long braided hair which is another traditional Turkmen trait.
