Nope.
He looks like a regular Italo-Spanish European Mediterranean, but with something else that is neither specifically Slavic nor really Balkanic. It rather suggests a slight Central Asian component, the man probably inherited from some Turkish ancestor (Algeria was for centuries a big Turkish settlement).
