Hello I am Tunisian , did a genetic test and I have found 4 Turk genocousins with whom I share a common segment of 10 cM tall and 14cM tall with of 2 of them.
Does that mean I have Turkish blood?

I am confused, where are the genetic experts of the forum to help me learn if that hints to a real Turk ancestor thus IBD segment or it is simply an IBS segment?

I am taking a look at photos of your cousins. Denizcan Dede is looking pretty Turk but Eren Imrek isn't. Yes, you may have Turk ancestors or that Turks may have North African ancestors. If you post your gedmatch results people can interpret them, even though I can't.

It's not uncommon for Turkish to have ancestry in former parts of the Ottoman Empire just like it is common for people in the territory of the Ottoman Empire to have Turkish blood. It's the nature of the beast.
Positive thing is, now if you go to Turkey you can "visit family", eat and sleep for free.

I have emailed Denizcan Dede and here the email I got from him he wrote that he does not have North African ancestors, I will email the other 3 Turks as well.

I can give you number of my paternal aunt so we can understand if you share with her or not:

My paternal side is from Caucasus, we've Meskhetian Turkish and Qarapapaq ancestry. In 23andme I noticed that she shares with some Iberians and Latin Americans, I started to think that it can be a because of one common "lost Ottoman soldier" in Barbary Naval Wars :p
If you also share, my theory would get strengthened. Cuz my paternal side are unmixed except Caucasus one(one Georgian great-grandmother) and my aunt's DNA is distinctively Caucasian. (Inbetween the square of Turkey-Georgia-Azerbaijan-Armenia).
If you don't share with my aunt, than we can be related from my mom's side(Balkan/Greece).

I did not share with his maternal aunt, so most probably our connection is from his paternal side which is from Caucasus.

Your Caucasus score is so low for a Turk but you may have Turkish ancestor or ancestors as I said before

You either have Turk blood from your North African side or they have North African blood themselves.

You have only 1.53 East Eurasian. Maybe it comes from Turks, but I don't know. You might have some Turkish ancestry

That doesn't mean you have Turkish blood.
That means you guys have some common ancestors. They could be Turkish, Arabic or ancient people. You should share your admixture results.

Turks did inhabit North Africa for quite some time, and there are plenty of em living in North Africa, but most got assimilated to the general native populace.

Now I want to emphasize that Janissaries in North Africa were not the same as elsewhere, since these were originally Turkish farmers that were offered to become Janissaries (a very high social elite) if they settled in North Africa. You probably have an ancestor that accepted the offer and settled in Tunisia.
Most likely descended from Kouloughlis. The Turks from North Africa are descended from Janissaries and local Berber women. Now I want to emphasize that Janissaries in North Africa were not the same as elsewhere, since these were originally Turkish farmers that were offered to become Janissaries (a very high social elite) if they settled in North Africa. You probably have an ancestor that accepted the offer and settled in Tunisia.
There were some guys from Aydın (Turk_Aydın), Izmir, Muğla and overall Aegean coast sent to North Africa, actually not Orthodox low class kids from Balkans taken from their families and raised as Janissaries. Beside this, what's the social status of being Janisseries? They were cannon fodders meant as slaves sent to death in first line of the army when they were established by Khan Murad I in 1300's. At the end of the 16th century they started to become influential. They raped and killed sultan Osman II (Genç Osman) in early 17th century.
In 1826, Mahmoud II genocided Janissaries. Not a single mark from those subhumans was left in Istanbul. The defects were caught and beheaded in Thessaloniki.

It's possible, I think there were a lot of Turks in Algeria. Probably Tunisia as well.
