I always think of someone like Morten Harket when it comes to a Norwegian phenotype (his hair is dyed black in this pic, it's actually lighter)

The Norwegians are not unique - they are quiet different - their diversity is high.

In real life, most of Norwegians have light hair and Nordic (usually hallstatt and tronder) structure
In forums, an average Norwegian is not much lighter than an average Maltese
The dude you posted shows some Siberian influence and would probably be more common among "Nordledninger" whom are often quite shorter and darker haired than the rest of the Norwegians. Norwegians vary in looks, but some that I'd say are quite commonplace:

He's borreby, so not uncommon. His pigmentation is a bit off, but no one would mistake him for a foreigner. The only Norwegian I can think of that's very atypical is Nicolai Cleve Broch

Yes, he is. He doesn't look European to me TBH. Andreas Torbergsen is not that exotic apart from his darker pigmentation which is mostly due to tanning likely. His hair is also not as weird as it looks in some pictures.

Also, is lappid/saami present among Norwegian people like you said about Morten Harket? I thought it was present only among finnish people

It is. Norwegians assimilated the sami and since the viking age have they mixed with them. It's not as normal or commonplace as most would think though.
