I can say that the answers are very close, they are Basques(northern Spain bordering with France), and I liked the pic cause it is a very representative one of at least one characteristic look in this region, which is far less common in the rest of the peninsula. Interesting from the answers it's that there seems to be an obvious northern vibe to it
