That hat belonged to Thracian Civilization of which Dacians are just one Part.

Dacians are among the largest Thracian tribes, Serbs for example are Triballians smaller tribe of Thracians, and there were many before they all got mixed.

Western Balkans used to be Thracian before the arrival of Illyrians (That's what "official history claims") so if that's pra-ancient inhabitant of Balkans, it could have used Thracian clothings, also
Albanians are Thraco-Illyrians.
