I was looking through London's boroughs' websites again, and at least four of them have mostly non-white councillors: Tower Hamlets, Newham, Enfield and Brent. Even Barking & Dagenham (!) was about 50/50.

Only 4? B and Dagenham has been largely non white for about 10 years now, if there is anywhere that feels the effects of mass immigration it would be the traditionally cheaper areas of London i.e Enfield, Hillingdon etc.

(1) Ethnic minorities are still under-represented in politics, due to a mixture of poverty, apathy and in some cases lack of citizenship. (2) As you know, a lot of inner-city areas of London have actually become more gentrified (read: whiter) in recent years, while some of the wealthier Outer London boroughs like Richmond, Kingston, Sutton and even lower-middle class Bromley, Bexley and Havering are still solidly White.

Yeah, I was just looking now at Croydon borough's councillors. It seems to be split in half - one half seems to be heavily Caribbean/Indian and Labour-voting, and the other half heavily White and Tory-voting.
