The general consensus is that E1b1b1a arose In North-East Africa Around 18,000 years ago, maybe in Libya, Sudan, likely it was in Egypt. Then it migrated into the middle east shortly after; possibly into Europe after that, probably at the end of last glacial maximum.
It's possible that this subclade formed in the Balkans

E-V13 is a European branch of E1b1b. It probably arose somewhere around the western Balkans as suggested by the E1b-L618 sample from Neolithic Dalmatia and it was part of the Impresso/Cardial culture as the Neolithic Dalmatian sample belonged to that culture and so did the Neolithic Spanish E-V13 sample
