Hard to explain but imo he looks very British. Can see some relatively similar types here but his face his just abnormally long and narrow for Portuguese standards and some of his facial features and jawline put him off. He his also extremely dolichocephalic and gives the impression of a dark haired Corded.

Agree that in Iberia men like him can be seen more around the extreme north/Basque area but not quite the same type, and of course because of his extremely low cephalic index he can not be classified as Baskid (who are tendencially brachycephalic, belonging the Dinaric branch afterall).

For all he looks specifically English imo and a genuine Atlantid.

he is no Med, he's a tame mix of Nordid and Atlantid, he's neither gracile nor robust, he's in between in all traits. the long face is an Atlantic facade thing, many Spaniards have it, but they're Atlantomed, not North Atlantid, so they don't pass in UK and he doesn't pass in Spain.
