The best neighbour nations, according to one survey, where participated 3283 Latvian news portal's (in Latvian language) readers, 24% voted, that best neighbour is Lithuania, 22% voted for Estonia, third place went to Russia, but last - to Belorussia.
27% of voters think, that all neighbours are enough good. But 11% of voters think, that none of neighbours are good.
In Russian-speaking Latvian news portal opinions of readers appeared to be radically different. 47% from 4555 readers voted for Russia as the best neighbour nation, second place went to Belorussia, but about Lithuania voted only 6%, and about Estonia - only 4%.

In Lithuanian news portal (in Lithuanian language) readers voted like this:
vast majority voted for Latvia - 64%
second place goes to Russia - 13,4%
Third place goes to Belorussia - 8,8%
And Poland is least desirable neighbour, in favour of Poland voted only 8,5%.

My conclusion is that Latvians don't really have one favourite neighbour, which would be leader, both Lithuanians and Estonians are equally good neighbours for Latvians. But Lithuanians show a strong preference for one of neighbours, and those are Latvians.
The opinions of Russian-speakers from Latvia is vastly different from Latvian opinions, Russian-speaker preferences for neighbour nations are almost exact opposite to Latvian preferences.
