If he is from Eastern Libya there is high chance he might have Arab blood in him. As well Greek. Many Libyans often attribute Green and Blue eyes to Greek blood, especially Cretan blood. Eastern Libya was heavily settled by Greeks and then Arabs. Some Greeks migrated to Libya in Ottoman times.
Libyan Berbers live mostly in the West they are often dark featured and taller than their Eastern counterparts.
