Yes, it is. The Spanish regions of Valencia and Balearic Islands share in common with Catalonia, to speak Catalan (but their own regional variants), and the same surnames. Those two regions were repopulated, during the reconquista, mostly by Catalans and Aragonese.

Miguel Ricart Tárrega was released from prison in 2013 following a ruling by the Court of Justice of the European Union that indefinite prison sentences were cruel and unusual punishment. He is purported to be currently residing at a monastery in France.[5]

I agree that the European judicial systems are a joke, but it might be that this guy was not really directly involved in the triple crime, as the media and the official version claim. Check the OP.

Those regional dialects are not called "Catalan" for political reasons: The regionalist people from those regions want to live in a fantasy world in which their local dialects are completely different languages (Idiomas) from Catalan, when they're not.

Latin American countries have their many own different words that are not used in other Spanish speaking countries, and that doesn't mean that they don't speak Spanish.

I have heard Valencian, btw, when I watched Canal Nou (Canal 9), when living in Spain, and its main difference from Catalan from Catalonia, is that it is more Castilianized compared to Catalan from Catalonia. Then Catalan from Catalonia is also more Castilianized compared to Balearic Dialects, which conserve the most original essence of Catalan as spoken with less Castilianisms. Among other things, Mallorcans use the Article "Sa" and "Es" as the Catalan spoken in Northeastern Catalonia (province of Girona), instead of "El" or "La" as spoken in the rest o Catalonia and Valencia, since many Catalans who settled in Mallorca during the Reconquista came precisely from Girona.
