I get 25.57 on MDLP K16 Modern and it seems to peak in us NW Euros. Is this just proto-IE?

Yes, Steppe is basically a mix between Eastern Hunter Gatherer (EHG) and Caucasus Hunter Gatherer (CHG) with some Ancient North Eurasian (ANE) influences. Essentially, from the Bronze Age onwards; these pastoral peoples from the East/Pontic-Caspian Steppes north of the Black Sea completely changed the autosomal makeup of Britain via Bell Beakers and Celts whom had high Steppic admixture. They are responsible for most European languages today that we speak which is apart of the Indo-European language family.
