My guess is Markle's mother is in the 70-75% African range, which is roughly what she looks.

African Americans have very diverse African ancestry but my guess is she would have NIgeria/Benin area and Angola/Congo area. She looks more like a black Brazilian than like a typical African American.

Rare but not unheard of. It was VERY taboo especially in the US and not really discussed..until fairly recently. White women marrying black men or having mixed kids faced tremendous stigmatization and were often ostracized.

The surname "Ragland" is also from the West Country region (Wiltshire/Dorset/Devon) so it is likely there is an English ancestor from there as well. I read somewhere they have a Cornish ancestor.
