He's Keltic Nordid and doesn't look remotely French.

Atlantid, maybe some Dinarid influence.

Seems Dinaric range, likely Nordic-Mediterranean (KelticN?) in the mix

Keltic Nordid is interesting. He is an aristocrat from Brittany. Which is often said to be celtic.
In what country do you think he would pass better than in France?

My opinion is Belgium, Netherlands, England and Scotland.

Ok.
Interstingly he seems to be of the same subrace than Charles de Gaulle: https://www.theapricity.com/forum/showthread.php?26183-Classify-Charles-de-Gaulle

Yes, who is from Lille, French Flanders (Nord-Pas-de-Calais). However, neither of them belong to any of the most common French phenotypes. The Keltic Nordid one is quite minimal overall and only becomes more frequent as one gets closer to Flanders/Belgium. This does not exclude the presence of this phenotype in other regions of course (internal migration).
