No they cant. Well they could some gypsies look like that, but they dont have the "gypsy phenotype" gypsy phenotype is much darker and much more indian, but they could pass on turkish series.

In south asia, socio economic background plays a big role in looks, especially with Pakistanis. In general poor punjabis in the street will look dark, middle class to rich punjabis will be fair skinned and aesthetically pleasing for the most part. Im pretty sure in addition to that family picture that lame duck posted,
everyone else in that wedding are a good looking bunch. This is accentuated by the fact that pakistsnis marry within family a lot. A fair skinned rich family will continue to produce fair skinned good looking kids if the parents are related.

Iv seen alot of punjabi canadians that were very good looking and fair; they came from rich families who have been living in canada for 2-3 generations. In contrast the student/work visa punjabis iv seen coming straight from india or pakistan were pretty dark skinned in general. They probably came from lower class famalies back home.
