I think its a cold war, and both do that. Russia certainly uses Far Right Parties like manipulates with certain far right parties like Le Pen, FPÖ, AfD etc. and Orban etc. but America does too and Israel. Its on both sides. The victims are the minorities like in the case of Roma highlighted.

I think fascism spreads from the bottom up, not from the top down, but I'm not sure.
