Because it's the one free entertainment people had in the past. You had (and still have) to pay a ticket to see a movie, whereas TV is free. Also, Brazilian produced telenovelas are easier for the masses to identify with rather than some American produced series, there's less of a cultural shock. And telenovelas are easier and cheaper to produce than a movie, as the special effects budget can be smaller.
