Good question. I have never been in my life to Western Europe unless you count in Austria so I am probably not the best person to be asked about it.
I would say Basque Country. It could also be France, Great Britain. He can pass even in Poland. I don't see him passing in Southern Italy or Greece.

So you are saying that he has some kind of "slavic look"? This guy sayed he was from Eastern Europe and had parents from Southern Europe too,but yeah he doesn't look very italian,spanish or greek.
