He is the tallest, with the smallest head and almost micro frail features.

He is not Turanid, Not Mongol, Not Caucasoid, probably recombines some Eurasian elements that probably can appear in Roumanians some times (e.g. Victor Ponta).

I'll take the liberty of translating for you what Milan Stojadinović, who was the prime minister of Yugoslavia at that time, wrote about Titulescu in his book:

Whereas Beneš, by his outward appearance, resembled an ordinary, yet serious travelling salesman, Nicolae Titulescu's appearance made a somewhat comical impression. Hairless, dry, tall with sunken cheeks, of mongoloid pigmentation and with long arms, he resembled an ape whose gender was undefined. That lack of typical male features gave Aristide Briand cause to start a toast, on a banquest where Titulescu was also present, in the following manner:
-Mesdames et Messieurs, Excellence Titulescu!
