Who were the 'Cynesians'?

Herodotus places them amongst the Celts, but with the name 'Cyn' I can't help wonder if they were a Germanic tribe.

I dont' know, but the root-word "Cyn- Cym-" is a typical celtic root word (like "Cymru"[the celtic name of Wales] or "Cymmeria").
