Papua New Guinea - 83. but thats arguably more oceania than south east asian

I guess philippines? its at 86. Indonesia and myanmar are close though at 87.

Either way these IQ rankings are stupid. There are so many factors effecting IQ. Tibet has the lowest IQ for a mongoloid group in mid 70s but they are racially similar to han chinese, mongolians and other northeast asians.

So much of it has to do with environment and how one was raised as well?

imo yes, most of it is environmental. Genetic aspect is still there not gonna lie, but its influence is quite exaggerated.

Nutrition is very important early in infancy and childhood. Culture placing emphasis on education, work ethic are also quite crucial. Best way to compare the potential of each racial group is to test IQs of individuals grown in the west, part of a relatively similar environment with good nutrition and educated backgrounds. Then we can tackle the nature vs. nurture issue with ease instead of looking at current averages for each racial group which are a result of different upbringings, social status, culture, education, nutrition, etc.

I don't believe IQ averages gained from data necessarily represnants IQ potential, anyways I would guess ethnic groups in Burma closely related to Tibetans and maybe tribal Indonesian/Malay minorities.
