It's completely assinine to claim every dude with big jaw uses steroids. There is you know thing called variation.

It's not a secret that many athletes used steroids at that time (i hope they have found a bit healthier alternatives). LeBron James has a huge jaw as well and had a surgery on his jaw some years ago. Look at Andrei Kirilenko's jaw, looks even creepier. It's a stereotype but i kinda believe it has something to do with steroid use. On the other hand, like Harkonnen said, some people just tend to have big and muscular sharp jaws. Look at John Lennon and Bono for instance.
